Ejabberd: small improvements/fixes
Adds `-p` option to mkdir when creating the certificate directories. Without
this, the given command fails because `/etc/ejabberd/certs` doesn't exist.
Also adds a command to give the ejabberd user permissions to read the
certificate directories.
